why there are only 69 new pokemon in pokemon x & y??!! 69 is a small amount!!?

That's only the newly created Pokémon, that number doesn't include Mega Evolutions and future event Pokémon. Being on a 3DS, it's possible that the event Pokémon may not be programmed in yet and the game will have an update around the time of the event.

Not to mention the fact a bunch of Pokémon got their types changed.

When gen 2 came out, the only Pokémon that got a type change was Magnemite and Magneton.

Also they've really cut down on legendaries, compared to Sinnoh and Unova which have a bunch of them, Kalos only has 3, Xerneas, Yveltal and A third one that begins with a Z, I'll let you find out who that is.

I'll add that since there are 28 Megas, that's a total of 97 new Pokémon.

Either the creativity department is lacking or maybe since there are 649 Pokemon already by the fifth generation they decided to tone down the amount of new Pokemon they release.
