Best time to repair chimney?

I' ve been getting bids for chimney repair since chimney is leaking. It has an old previously sealed concrete cap with moss on it and it's made of brick. It has metal flue covers on it. It's white brick from 1965.

One place offers to cover it with FreezeThaw and Chimney Saver and Crowncoat to weatherize it and brush off moss. One place offers to rebuild concrete cap and reapply mortar to bricks. Other places say weatherizing in winter is a bad idea; it'll just leak again. Other place says one should only rebuild chimney in summer, or the brick isn't totally dry yet. It is Oct 15th and Seattle has been having some unusually harsh rain storms. So..is it better to get new concrete cap or just weatherize, and if its just to weatherize it, how long will that last and is it true it should only be done during the summer?

    as long as the weather is not dangerous it is perfectly fine to rebuild your chimney with moderate rain. Although i could understand why the contractor would prefer summer, hte mortar will dry quicker, if it rained the cement would be washed out of the mortar,

    Unless your chimney is dangerous and in urgent need of repair just wait until summer.
