Not in any conversation I've ever had. It is, however, sometimes used to refer to the little 'pot belly' that mothers of newborns have, and which they quickly lose after the baby is a couple of weeks old. I believe it is a variant on 'pouch' such as the pouch in which a kangaroo mother carries her young.
