What is the name of this movie?

Question

I've tried Googling certain key words, but nothing comes up.

 I saw a movie years ago on TV, but never caught its name. Basically, as far as I can remember, the plot is something along the lines of: either a judge/group of judges or some sort of law authority figure gets caught (on film) having sex with a prostitute. Now, in this movie, the judge(s) are being black mailed by this sex tape and weird things continue to happen to the main characters (ex: threats from others etc.). 

 I am sorry if this description is vague, but this is all that I can remember. I think the movie came out in the early 2000s, but I may be wrong.

You're not thinking of "Blow Out" (1981) with John Travolta, are you? A state governor was killed while in his car with a call girl. Later, a video of the "accident" was released to the media.
