HP offered to fix my computer because it's under warranty, should I let them?
The fan is broken. I honestly didn't do anything but I'm a little bit worried if i mail it into them, they will say I broke it by having too much dust in my house, it's not covered under the warranty, and then hold it hostage, not sending it back unless I send them a lot of money. Think that will happen?

I would take it to a local service if you have one nearby. They should be able to fix it without needing to send it to the manufacturer (which is always unreliable). Ofcourse you might have to pay for the new fan anyway and service cost.
Atleast i would take my laptop to my local computer fixing service before sending it anywhere...
I once sent a mere graphics card back to the manufacturer for warranty change and it took 2 weeks, so by the time i got new one i had bought a better one.

I agree with Otaka, don't send it to those idiots, they prey on people that know little about computers. A local shop is the best choice, he might not even charge you because a broken fan is really minor.
