Parliament definitely. They are in for an 11% payrise.

I would say probably the educational sector. School holidays amount to many months of accumulated holiday time. Although there is marking and other commitments to do in that time.

Much as they'll probably suggest they work during the long holidays, I'd have to put teachers right up there in terms of enjoying loads of time off. Fireman pay is pathetic, especially when it comes to those operating out of areas like most of London.
I have no official stats to support any of this.

Members of parliament have long holidays.
Teachers have long holidays but heavy workloads. Many new teachers leave teaching within a few years.
