There's this guy I met at the end of the summer and we met up a few times, and he was constantly flirting with me, trying to tickle me, calling me a cutie and all that stuff, and we haven't hung out in a while but he gets mad/jealous when I'm with other guys even though we aren't dating or anything but he never bothers to start conversations with me or ask to hang out or anything and I don't know if he's just afraid to ask but I'm really confused. If we ever do talk, it's me starting the conversation and I really hate doing that cause I just feel like I'm being annoying. I don't know if he likes me or he's just a really big flirt?

I don't think he does. I think he's just wheeling you along. The same thing happened to me so many times with guys I used to be friends with. In the end they just used me to have fun and weren't thinking of dating or anything.
I'd use your judgement and if you feel like he likes you, then ask him. But if you feel like he's doing the same thing my old guy friends did to me, I'd just forget about it.
