Hello, Boomer,
Quone8.com is a page that tries to look like a search engine, although, it claims to be a reliable one, it has a very different purpose. It's aim is to install its add on on your browser, so you could get various pop-up messages. As you noticed it also makes itself the default search engine and homepage.
Quone8.com is a browser hijacker, so it would be best to remove it as soon as possible.
Here are the removal steps you need to follow (I will show you the one for Firefox, even if you are using a different browser you will get the idea)
Press Ctrl+Shift+A. You should be on the Extensions menu, click Remove next to Qone8. Close the tab.
Go to Options.
Change the homepage to the one you used to have, or a new one. Click OK.
Click the icon in the Search box at the top right corner of Firefox window. Click Manage Search engines, remove the unwanted search engine and select another one as your default search engine.
The final step is to download an antimalware tool. I suggest you use both antivirus and antimalware program, as they work different and catch different types of infections.
Here is a little more help if needed:

Do you mean like a homepage? If so go to settings (top right of google chrome), click settings again. Then you should see "on start up" select "open a specific page (if not already selected) and then click "set pages". After all of that is done and that weird webpage is still coming up I would scroll down and select advanced options and go to network settings and select proxy settings. Then I would go to LAN settings from there and make sure no proxies are enabled.
Hopefully this fixes your problem.
