Noise ordinance help California?

Hey I live in Woodland Hills Ca 91367. I was playing with my nitro rc car at 3pm, and the neihbor(an old cranky woman) got mad and basically threatened to call the cops. First i thought I could "more or less" make as much noise as I wanted as I thought you had to be quite around 9pm-10pm in most cities... So can anyone help? Do you know what the max DBs can be? If have too I would buy a DB reader just to test to how many DBs it puts out. I know it is more quite then a lawn mower or weed wacker haha.

So is it more or less up to the officer then? Do you think they(the cop) would mind if I did it again around the same time(3pm) as 95 percent of people are at work during that time( I work nights)

It also says Note: Need to consider hour, place, nature of noise, and any other circumstances.

I don't think 3pm is unreasonable nor do any other of my neighbors as this is the first complaint I got.

    According to LA Municipal Code, Ordinance No. 144.331, Chapter XI entitled "Noise Regulation", the following are several of the elements that constitute a violation:

    116.01 LAMC- General Noise

    Willfully making or causing to be made or continued;

    Any loud, unnecessary, and unusual noise;

    Which disturbs the peace or quiet of any neighborhood or which causes discomfort or annoyance to any reasonable person of normal sensitiveness residing in the area.

    and

    41.57 LAMC- Loud and Raucous Noise

    Every person who allows, causes, or permits;

    Loud noises from any sound making or amplifying device;

    On any private property, public street, of any other public place;

    In such a manner as to interfere with the peace and quiet of any person within or upon any of such places.

    Note: In determining whether or not a noise violates this section, officers should consider the following factors:

    Level of the noise;

    Nature of the noise (usual or unusual );

    Origin of the noise (natural or unnatural );

    Level and intensity of any background noise;

    Proximity of the noise to sleeping facilities;

    Nature and zoning of the area;

    Density of inhabitation in the area;

    Time of day or night the noise occurs;

    Duration of the noise;

    Whether the noise is recurrent, intermittent, or constant;

    Whether the noise is produced by commercial or non-commercial activity.
