How to start a day care center in Japan?
I'm committed to going to Japan in the future and I really want to help out as much as possibly. Right now there is a crises in women not being able to hold their careers while being a mother and to resolve that I really want to help by starting up my own day care center.
I'm only 17 so this isn't going to be for a long time and I know it's not common for a foreigner (I'm a white British) work out there, let alone start their own business.
I don't believe it's hopeless, I've known people who've worked there before to be very successful, so I'm not going to take 'you can't' for an answer. I also teach myself Japanese through books atleast three times a week.

You are talking about a day care/preschool for babies and small children, right?
I think the needs is large. In Japan there are a lot of kids who cannot join the public day care.
In Japan there are two types of day care centers: one is publicly-approved (認可保育所 ninka-hoikujo), and the other is non-approved (無認可保育所 muninka-hoikujo). Ninka hoikujo is difficult to start up because it has to meet the rigid requirements stipulated by law (ex. space, number of carers per child). They are supervised by the Ministry of Health, Welfare and Labour, while the kindergartens are governed by the Ministry of Education.
Today more and more parents want their child to play in the bilingual environment (I don't think it's a good thing for the Japanese kids) so you can consider to have some English teachers in your day care.
This is an example of bilingual day care:
