If you have an old iPhone (iPhone 3GS), you can safely upgrade to iOS 6.1.3, but if you have an iPhone 4 or newer, you're out of luck. Apple stopped signing iOS 6 for newer devices, so if that's the case, you are forced to upgrade to iOS 7.

Download the iOS 6 SSH to your computer, and right click the update button in iTunes. Then choose the iOS 6 SSH to install. Or something like that.

You can't do it officially, but there might be ways do it, just not officially through Apple.
Just update to iOS 7 anyway, no need to be on iOS 6.
