Can someone help me with this crochet pattern?

I am trying my hand at crocheting. Right now i am trying to make a cellphone cozy. The pattern says-

Make 14 foundation single crochet (or chain 14 if you prefer to use a chain instead).

Ch 1, sc in the same stitch, sc in each of the next 12 sts, 4 sc in the next st, sc in each of the next 12 sts, 3 sc in the last stitch, join with sl st to the first ch. (32 sc in total)

Somehow i cannot go beyond the Ch 14. I understand that sc in the same stitch will increase my stitches but i do not get if i need to crochet in the round. i am totally lost. Can someone please help me?

Update:

Thanks Donya for the answer. But i am still lost. I am supposed to chain only 14. But then i don't get this. "4 single crochets in the next stitch and in the next 12 stitches ". I do 4 sc in the last stitch and after that am i supposed to turn the chain again? Also the pattern says "3 sc in the last stitch, join with sl st to the first ch. (32 sc in total)" . You haven't mentioned anything about that. Am i missing something?

you need to make the foundation row before you join to form a ring.

Do exactly what the pattern states and it will work out fine.

sometimes our brain tricks us into thinking something different but the pattern is telling us what to do.

    chain 14

chain 1, single crochet in the same stitch

single crochet in each of the next 12 stitches

4 single crochets in the next stitch and in the next 12 stitches

NOW you join with a slip stitch to the first stitch and don't twist it ,but keep the work flat then join.

    happy crocheting!
