Will my dog pee more responsably after I neuter him?
I have a double dapple mini dachshund. He pees on the couch sometimes when I look at him. He pees often when seeing me after work.

Your dog will pee more responsibly when you train him more. And no, he won't

Neutering does not change a dogs personality or behavior except that he wont go insane when a female goes into heat. They are the same dogs after the surgery as they were before.
It sounds like your dog needs some serious training.

Could be a weak bladder or UTI.
I'd bank on genetically defective/weak bladder though considering he's already poorly bred (double dapple, aka lethal white)

Of course not, TRAINING him will help your dog pee appropriately. Search online for tips on how to house train your dog.

Of course not. Neutering isn't the same as housetraining. If your dog isn't housetrained, get to work and housetrain him. Neutering means that he can't sire litters. That's all it means, it is no way takes the place of training of any kind.

That sounds like submissive/excitement urination. Neutering will not fix it.
