I need help with a small malware/spyware problem.?

Okay, this isn't a big problem, but it's definitely pretty annoying. I have been using Google Chrome as my default browser so a good long while, but just recently these "pop-ups" keep appearing. These aren't like normal pop-ups to where a new window is opened by clicking on a link or something. These pop-ups come from highlighted words that appear on EVERY webpage I visit, and there are always multiple words that are highlighted; seemingly at random. Whenever I move my cursor over a highlighted word, this is what appears:

When I do click on it, it opens up a broken webpage (Web page is broken because my malware protector stops me from fully opening it), and my computer says I've successfully blocked a potentially malicious website. I've done a full computer scan twice (both of them taking a little under an hour each). The first scan found a lot of things on my computer, but successfully removed them all. I scanned my computer a second time to try to get rid of this "Monster.com" thing, but the second scan showed that my computer was clean. I don't know how to solve this so any help will be greatly appreciated! :D

About My Computer:

1) Google Chrome all day everyday

2) Windows 7 Ultimate

3) Malwarebytes Anti-Malware protection (Trail Version)

4) Norton Security Suite

Update:

I found out what was causing it!!! It was a program that was installed on my computer (I'm not sure how...maybe malware or something) called LinkSicle. I was looking through all the programs on my computer, and noticed a familiar logo that would sometimes appear when the "Monster.com" thing would pop up. After I uninstalled the LinkSicle program, all the problems went away. Thank you everyone for all the help! It was greatly appreciated!! :)

    Chrome mod's to stop the garbage and some of the spying Google does:

    CHROME upper right chevron > Settings> @ bottom, tick "Show Advanced settings..." > Privacy**> Content settings> Cookies> (choose one of the top two), and "Block 3rd party..."

    Tick* : Show images

    Allow sites to run JavaScript*

    (Plug-in's) Click to play

    Do not allow pop-up's

    Do not allow any site to track my physical location

    Ask me when a site wants to show desktop notifications (recommended)

    Do not allow any site to disable the mouse cursor

    "Web intents"② is a decision you must make.

    [IMHO this is more spying and potential security risks.]

    Do not allow sites to access my camera and microphone.

    (You decide if this is needed for some feature)

    Un-check "Enable Instant for faster searching..." (You decide if this violates your own privacy strategy; tick the "logged" link)

    Download Adblock Plus and it will stop the pop ups and if want to check if any spyware on computer download Antisuperspware Free version and it will find all spyware, use it myself and it's very good.

    You could choose to use a better bulid of Chrome with a built in ad blocker and no privacy issues unlike the Google version:

    1- always use only one and good security software .

    what is norton security suite ? www.norton.com

    - uninstall all AV .

    - scan system with trend micro ATTK .

    - remove all browser .

    - install good av same trend micro , symantec , webroot or mcafee .
