is there a black, blue, or artifact card that will let me look at the top card of my opponent's library in an ongoing fashion?

The only ones I'm finding are Jace the Mind Sculptor (His +2 lets you look at the top card of any player's library and choose whether to put it on the top or bottom of their library) and Wand of Denial (Tap to look at the top card of a player's library and, if it is not a land card, you may pay 2 life to put it into their graveyard). If they have any card draw engines, you'll still not see everything; for that, it looks like you'd need something that lets you play with your own top card revealed and then give it to them with something like Puca's Mischief.
