Help please, absentee father, my sister won't talk to anyone?

My sister (half-sister) is 11 and is suffering very heavily emotionally without our father being around. I'm now 23 and although it has affected me to this day, I got through it alright and am doing well for myself. But she won't talk much at all now and I don't want her to have problems in the future because of this. She is currently seeing a counselor but it hasn't helped much yet. Her other sisters (whom she lives with and are younger) father still comes around w/o attention to her and her seeing that reminds her of her absentee father and hurts her.  On top of that, our father remarried and has another daughter whom he lives with now.
What should I do/say? Although I went through it, I'm not sure how to guide her through.

YOU NEED TO HAVE A PRIVATE DISCUSSION WITH HER FATHER AND EXPLAIN TO HIM WHAT HE IS DOING TO HIS DAUGHTER FURTHMORE MAKE SUGGESTIONS LIKE COME VISIT HER MORE TAKE HER OUT SOMETIMES TAKE HER OVER HIS HOUSE IF HE NEEDS TO KNOW THAT YOU ARE SIDE TRACKING HER OUT OF THE PICTURE  AND SHE MAY FEEL LIKE SHE IS NOT THE FAVORITE DAUGHTER AND THAT COULD BE PAINFUL FOR EXAMPLE MY FATHER COMES VISIT AND SEE MY THREE BOYS AND BRING THEM PRESENTS BUT THE DAUGHTER IN THE CORNER.  SO WHAT YOU NEED TO DO IS TALK TO OTHER FAMILY MEMBERS ABOUT THIS AND TRY TO SHOW HER YOU  ALL LOVE HER AND WE CARE FOR YOU  AND ONE MORE THING IF THE FATHER IS A PAIN AND REFUSE TO LISTEN YOU TELL HIM WHAT HE IS DOING IS WRONG AND ASK HIM HOW WOULD HE FEEL IF YOUR DAUGHTER GREW UP TO BE A TROUBLE GIRL OR WORSE ATTEMPS SUCIDE AND RECORD THAT ON A TAPE SO YOU CAN TAKE IT TO COURT TO SHOW HE IS HURTING HIS KIDS AND SHOULD NOT BE INVOLVE IN THEIR LIFE.
