Moving to another country - Where do I begin?
So, I am one of those "nutcases" who doesn't trust the government. I am looking into the idea of moving to another country permanently. Canada and England seem the most appealing, though I haven't done an extensive search yet.
What developed countries would be my best option? Amount of freedom, economy, etc. I am willing to learn another language if necessary, but I would prefer to move somewhere where English is the primary language. I am a certified dog groomer, and I completed 25% of my college to be a veterinary Technician. Honestly, I am happier with grooming, and making the same money, so I was considering stopping my college courses. If being a vet tech would make a country accepting me easier, I'll continue though.
What would I need to do to get started? Passports, documents, save a ton of money, etc. I'm assuming every country has different regulations, so if you have a country you would recommend, can you give me the info for that one?
Excuse me for being completely naive, but I have to start somewhere, right?
I'm not looking for a government free place. I'm looking for a more trustworthy government. Ours knowingly feeds us GMOs, and puts Fluoride in our water. Don't get me started on that. Like in England, they pay for healthcare. They banned GMOs because they know it is unhealthy, and they are the ones who will be paying for the healthcare. I want to live in a place where the government takes care of it's people.

Start by realizing that other western nations have extreme immigration requirements and the vast majority of people have no hope in qualifying for.
For example, in order to even apply for permanent residency in Canada, you must have either: marry a Canadian willing to sponsor you; have an approved skilled job offer (doctor, engineer, nurse, specialized trades, etc.) and then complete for one of 10,000 positions based on education, work experience, age, language testing (English and French), etc.; have a net worth of $1.6M and invest $800k in Canada; complete certain university degrees in Canada and obtain skilled employment shortly after graduating; nominated by one of the provinces (doctor willing to work in a remote community, able to buy and run a farm in some provinces, world-class performing artist, etc.); etc. You must pass medical, background and financial checks. The process takes three to five years in most categories.
Only about 10,000 Americans obtain permanent residency in Canada each year. Over 70% do so through family sponsorship -- i.e. they marry a Canadian or are minor children of someone who marries a Canadian.
There is no path to immigrate to Canada as a dog groomer or veterinary technician. Even a full veterinarian would have a hard time finding a qualifying job offer. Skilled workers need advanced university degrees and years of work experience. Even skilled engineers, trades, business, etc. workers can spend decades trying to find a qualifying job offer.

Why would you trust the British and Canadian government?
I don't think there is a country without government. The countries with non-functioning governments are generally not noted for their quality of living (e.g. Somalia)
I would guess if you can get a job at a research station in Antartica maybe in maintenance or something you would be relatively free of government. Not that much entertainment though.
Otherwise dog groomer isn't a job which is the basis for any immigration to a developed nation.
BTW, Belgium went without a government for more than a year, though they had a caretaker government. I don't really think Belgium fits the bill for a government free society.
Edit:
OK, if you want a top country as far as the environment goes then check these out:

If you then still want the UK you need to read through this page and get a skill found on this list:

Cannot begin to imagine why utilizing UN recognized Human Rights would be a challenge to government.
