Can I go to universities without IB diploma?
I went to school that follows the IB program, however they have option that students may not follow the the diploma program, only the courses. So I only get the high school diploma at the end of high school. Can I still apply for universities if I didn't get the IB diploma? thanks.

Most high schools have that program to a limited extent. Apply to the universities of your choice. If your GPA is 3.5/4.00, you have a good chance of being accepted.
