about statistics.. 1-tailed or 2-tailed test?

If my question is about the effectiveness of a certain design (Is it effective or not?), what should I use: 1 -tailed test or 2 - tailed test? Thank you in advanced!

Update:

This is my proposed hypothesis: The design will be effective in the transportation of the City of Angels.

    By being effective, if it is supposed to increase something or decrease something, you'd use a one-tailed test. Otherwise, you'd use a two-tailed test.

    For example, Did the design help decrease traffic congestion (in a certain area) ?

    Here, a one-tailed test would be appropriate. It depends on what your design intends to do.
