Do you HAVE to pay Bux for levels in Tiny Death Star?

In the original Tiny Towers, you did not have to pay Bux for levels. You could just add a new Entertainment level, for instance, and it would give you an entirely random Entertainment level (or at least I thought it was random).

In Tiny Death Star, however, it *looks* like you have to pay Bux for levels. But is that really the case? I have 20k coins and only a handful of Bux, and I'm afraid to just buy a new level with coins if it's not going to give me a new one I don't have already (as of right now, I only have 1 level of each type and 3 unique residential levels).

    No. You only have to pay bux if you want a specific business, for instance, "Cantina." But if you just want a food level, it only costs coins, just like in Tiny Tower.
