Originally God did not want a big government, but the people (the Jews), wanted a King like all the other peoples. So God allowed them to set up a government like everyone else. Government magnified the weaknesses of the people, so that the a democratically elected leader like Hitler expanded the chauvinistic, antisemitic, socialistic undercurrents in the german people to an exaggerated extent. Similarly, with Obama, the same antisemitic, socialistic and chauvinistic undercurrents are being exaggerated (chauvinistic=flag wavingly patriotic, exemplified by the increased racial division). People generally get what they deserve, but big government magnifies the consequences to an ultimately disastrous conclusion. So yes, God does allow torture as punishment in government, but it is as a free choice. We choose the government that ultimately is the tool to our own destruction and the government as it crumbles uses torture directly or indirectly.

Ever since the cross God cannot punish anyone. That's because Jesus took the punishment for everyone's sins. For God to punish us now would constitute double jeopardy.
If the so-called government would abide in Christ there would be no need for torture as a means of gaining intelligence because there would be no terrorists. Jesus promised that if we seek first His kingdom and his righteousness that He would meet all our needs (Matthew 6:25-34). He does this on an individual basis. He can certainly do this on a national basis.

Why not? The sadistic "God" tortures people forever for simply not believing in him.
But that is a bit ironic considering the man that wrote that, consistently rebelled against the ruling government, and ended up losing his head because of it.
