BROTHER HEZEKIEL: I beg to differ. One does not have to be a citizen of the U.S. to get Medicare, Medicaid or apply for Social Security. One only has to work here long enough and pay taxes. I think the Asker means SSI which is welfare and Medicaid which is also welfare health care. If he is a legal resident alien he can apply for any government aid.

First, if you lost your green card, you must get a replacement - URGENTLY! Green card holders are required by law to carry their GC on their person at all times, and there are stiff penalties for failure to carry it. Get it done!

You can only apply for Social Security & Medicare if you have worked in the US in covered employment (i.e. you & your employer both paid into SS & Medicare) for at least the required number of years, and you have reached retirement age or been adjudicated permanently & totally disabled. How you could work for the required minimum of 40 quarters (10 full years) and you're on a GC? Well, you would have become eligible for citizenship years ago, and did not do so, just remained a legal permanent resident.

For other public benefits, including SSI (Supplemental Security Income - a federal welfare program), state Medicaid/MediCal, food stamps, etc, no green card holder is eligible. If you apply, you can be deemed to have claimed to be a citizen when you are not - and that gets your GC revoked, and you get deportation or mandatory departure in lieu of deportation (in other words, they make you pay for your transportation home to your country of citizenship).

    Replace your green card!

If you are not a US citizen, you are NOT eligible for any means-tested benefits such as SS and Medicare. Applying for any means-tested benefits that are reserved for US citizens implies false claim of citizenship, which is a felony, a crime involving moral turpitude, and makes you subject to criminal prosecution followed by expedited deportation with a lifetime bar attached. If you have need for financial assistance of any kind, the person to contact is your sponsor, the person who signed the Affidavit of Support for you and submitted it to the USCIS, hereby guaranteeing that you will not become a burden on the American people.

And if you are a US citizen, nobody asks about the things you are asking; all they would ask is if you are a US citizen and see proof of it.
