how to get rid of other peoples kids?

An 11 year old boy keeps coming over all the time wanting to play with our two cats. I told parents it was too much because he comes over every morning 6 or 7 am and every night at 6pm. At these times we walk our cats on a lead because they are Indoor cats. He did stop walking into our front yard all the time, but instead he followed us every time we walked the cats in the local park. I am so fed up with this situation every day, but don't want to be on bad terms with him. Can anyone please give me some god ideas how to solve it skillfully. The kid is bored and does not play with other kids in the street so he has become a bit obsessed with our cats. We just need ideas please.

Update:

I have always been kind to him and have talked to him but if I give an inch he takes a yard, and we want some boundaries that we can live with. I suggested that he play with his dog and take it for walks but he doesn't like his dog. Yes he wants our attention, but enough is enough.

I am also wanting the compassionate approach. We are now seeing him once a week only and all are happy. Thanks to all for your answer..

    Can't you see that this kid is really not into your cats? This child is crying out for attention that he is not getting at home. That is why he is there so early in the mornings, and in the afternoons. I was that child many years ago. My grandparents raised 3 of us , they were old and did not have time for us so we sought out other ways to fell needed. And that is what this young boy is looking for. Because his parents are not giving him the attention and love that he is needing. Be a friend Be a father figure. I promise you will be blessed. by all that you do for this young boy. Try giving him a hug and saying GOOD MORNING FRIEND, WHATS UP THIS MORNING. AND WATCH HIS FACE START TO SHINE. Are you ready to go walk those cats this morning? Put your self in the boys shoes.
