Question about '05 Chevy Cobalt?

I bought this car 6 months ago, and ever since, I've had a headlight problem. One's too high. I know there's an adjustment on it, but, How do I lower the headlight; run the adjusting screw up, or down. Also, I'm having a hard time keeping my digital read-outs light, lit on the instrument panel. Thanks guys, but only those who know how to fix my problem. Have a good day.

    To do it correctly it really needs to be in a shop that has the equipment but you can most likely find a video on YouTube.
