or i want to ask question about order of a boy among his sibelings.

Obama isn't the 43rd president; GW Bush was. Anyway, you need to use ordinal numbers in this situation.
The answer is pretty easy. "He is the 4th child in the family." Or you might say, "He is the youngest child"
or if there are only two, "He is the younger child." The question is more difficult, because there isn't really an idiom that fits. You could ask if the boy has older or younger brothers and sisters.
