When Congress votes on a Bill and it is passed then the President signs it into law?

If after it is signed the President wants to change anything in this law does it not have to go back to Congress for ratification?

Update:

No not homework I am way to old for that. Just wondered cause of changes being made in Obamacare these days.

    What Obama is doing is illegal and grounds for impeachment even before the ACA, when he refused to enforce Federal Immigration laws he violated his oath of office as well as the Constitution.

    The President, or his administration, can work out regulations on how the law is to be handled. As long as the basic tenent of the law stays in effect, it is ok.

    It is only supposed to be changed by Congress. Obviously our former Constitution teaching President feels he is above that
