At around 1:10 am on November 26, 2013, Rover Mercado reported that he noticed an outside furniture balcony was hanging over the balcony on the south side on poinsettia St of the building. I started looking at the building map to help identified what Unit# the furniture belongs to. To prevent any type of damage due to heavy wind blowing. Rover stated it could be between Unit# 160 or 131. I contacted Unit# 160 Ellen she stated she not present at the time because she located in New Jersey. But she granted me permission to have rover check her balcony to make sure is not one of her furniture. Rover dispatched over the radio stated is unit# 131, I called Unit# 131 Mr. David to inform him about his furniture hanging over the balcony. Mr. David was very thankful for the call and rushed outside to remove the furniture from the ledge before falling down due to the heavy wind outside. I followed up back Miss Ellen to inform her is not her balcony she was very thank full as well.
I will like to inform our resident to please secure anchor loose objects and furniture to bring them inside.

It's all right.. Needs some work, though, because it's a bit difficult to read/understand, and reports need to be clear.

From what I've read, I think you mean to say:
At around 1:10 A.M., on November 26th, 2013, Rover Mercado reported that he noticed furniture hanging over the balcony on the South side on/of Poinsettia St. of the building.

[Do you mean relocated to New Jersey, or she was currently in New Jersey? If she was in NJ, at the time, then don't use located. It sounds awkward, even though you're aiming for report slang.]

And it is corrected. It's not bad, but you need to work on your tenses a bit, and stuff. It looks like something my mother would write. :) She's an immigrant, and still has troubles with English. Sounds like an eventful night (or morning)!
