Why are KIA fuel consumption different accross countries?

I bought a new 2013 Kia Soul 2.0 Automatic (South Africa).

One of the reasons for buying it was the fuel consumption that is as listed as 7.1 l@100km (combined cycle). I find it closer to 9.0 l@100km.

Needless to say I am a bit disappointed (even considering different driving conditions/styles).

I also found that in USA people were so disappointed that KIA actually admitted to mistaking their estimates to the extent of correcting it. In fact KIA is even reimbursing customers for the difference in previous and current claimed MPG.

The revised USA fuel consumption for my car is now 9.0 l@100km.

To me it looks like KIA are either creating cars with bad consumption (for USA) or they are cheating South Africans.

    Not taking into account the admitted mistake on the USA rating the reason for different ratings in different counties is affected by the following items:

    1. Emissions requirements- the US has more restricted exhaust systems therefore will burn more fuel to achieve the same speed/RPM ratios available in other countries.

    2. Safety equipment- out safer vehicles are heavier than foreign models, which also needs more fuel to move.

    3. Vehicle projected environment - a vehicle in the USA often has stronger undercarriage components (vehicles destined for non-DOT inspection countries don't ), this will cause more fuel consumption.

    The figures are calculated differently in different countries. Also the Gallon is a different size in different countries.

    In the UK they do 2 figures and then combine them to give the overall consumption.

    In the UK it is hard to get near the official consumption figures.

    also different countries get different models, depending on pollution regulations. I took the converter off my car back in the 80's & my MPG or consumption went up by 25%

    In EU the test is totally artificial and done on a test rig with no alternator running. No hills. Tyres at artificially high presuure. No head winds. Artificial cooling etc etc.

    This applies to all cars sold in EU.
