The Kindle is pretty useless without an account.

Someone's Amazon account needs to be used or the device will be unable to have any content from Amazon. The credit card will not be IN the Kindle but the Amazon login and password will be, and anything purchased at Amazon using that Kindle will be charged to the credit card in that account (but you set up the parental controls that prevent the child from using of the store without adult help - see below). When you do want to add books (and games/music if color Kindle Fire) to the Kindle, they need to be bought on the account the Kindle is registered to. The content belongs to the account and all of its current and future Kindles, not to a specific Kindle.

Your choices are as follows and whoever it is registered to will be paying for all content:

    - register it to your account (I don't recommend this)

    - get her parents to register the Kindle to one of their Amazon accounts (if the child is very young this should be fine, but not so great if she's be getting content/books she will want to keep through adulthood when she'll have her own account)

    - set up an account in the child's name and one of the parent's credit cards as described here (and STILL set parental controls on the device and don't tell the child the password so they can't buy on their own from the Amazon site either). This way their content will always belong to them and then they are old enough to have their own credit card, tell them the password and they can put their own credit card in the account. Read here:

(good guide but you may no longer be able to deactivate the default credit card so just don't give the child the password of the account)

Don't buy any ebooks or anything for the Kindle yet until you decide for sure whose Amazon account it will be registered to. If you change what account the Kindle is registered to, all previous purchases are deleted from the Kindle. Note - The Kindle may arrive pre-registered to the purchaser's account but can be de-registered.

If it is a color Kindle Fire tablet, the built-in well-featured Parental Controls can be set so purchases require a special parental password:

    http://blog.laptopmag.com/how-to-set-parental-cont...

On the 2013 Kindle and Kindle Paperwhite ereaders you can set a simple parental control so purchases require a special parental password.

So it will be possible to keep the child from buying things on their own. WARNING THOUGH - Never forget the parental password you set. If you do then the device will have to be set back factory default and everything will be deleted, possibly including personal content.

NOTE - All tablets and ereaders work the same way with copyrighted content. The content belongs to the account that buys the content.
