How much you spend depends on what you want, how much you spend on hotels or hostels, food and entertainment, and on how smart you are in buying your tickets.
If you go for hostels, buy your food is (super)markets and spend little on sight seeing and entertainment, count on $US 100 per person per day plus travel costs.
Staying in modest hotels, eating out in a modest way and spending a bit more during the days and nights out, the cost per day will be about $150 to 200 per person per day.
Paris and London will likely cost more is you stay there for longer you will have to be very careful in the other destinations.
With 7 or 8 destinations in only 3 weeks you will find that you have a lot of traveling and might need much money for that.
How much depends on how you travel, not all travels can be done with a rail pass, but some are too short for a flight.
Buying your tickets early, flight, rail or coach, will be cheaper than buying a rail pass and additional tickets.
As you do not mention where you are from it is impossible to give you a precise overall figure.
If you cut out one city, cut out Dublin, not because it is not worth a visit, but it is farther away and requires flights while the rest can be done with a rail pass and one extra ticket.
Easiest but not cheapest.

Mainly depends on what kind of place you want to stay at. Those are all expensive cities. You might be able to share a meager room for 120 dollars a night or a hostel for less than half that. Adding in travel to all those cities, food, lodging, and other things, it will come up to an average of 150 dollars a day if you split the lodging bill. Also keep in mind that public laudromattes are almost nowhere to be found in Europe. You will either need to bring a lot of extra clothes, wash them yourself, or pay a huge fee to have done for you in a day. A simple 3 week vacation to 8 major European destinations will set you back at least 2250 each.

look for a camping when you want to sleep in a tent, while wild camping is prohibited, and here is not enough space for an explanation, what might be cahnged in 2014
based on the list you have already an travelling time of 168 hours
when using an eurrail card for those from outside Europe it would be a card for at least 7 countries

Prices depend on exactly where you're starting from, when you go (prices vary a lot), how long you stay, where you go in Europe, how you get around, the kind of places you stay in and what you see/do/eat. People who backpack generally can get by for $100 per day staying in cheap hostels and carefully watching their budget (not including airfare). However, if you stay in hotels, it will cost you more. I usually spend 100 to 150 euro a night for a hotel just for myself.

This site will tell you how to determine whether you're better off with a railpass or individual tickets or some combination for your trip. It also details how to use the pass and what to avoid to get the best use out of a pass. Most high speed, international and night trains require reservations and will require you to pay a supplement when you use a railpass. You need to be aware that a railpass is almost always more expensive for trains here in some places like Italy and Spain.

For sightseeing prices: check the websites for entrance fees for the museums & galleries you're interested in. I spend anywhere between nothing and 40 euro a day depending on exactly what I go to see when out exploring. For food, I spend around 25 to 50 euro for a meal, but you can eat for less. A pizza is 8 to 13 euro and a panino or wrap is around 3 to 6.50 euro in many places. You can often get food at festivals at a relatively low price. You can also shop in the markets and put some meals together for yourselves.When I travel, I like to try the local specialties and the good restaurants.
