Questions about NCAA rules?

I know it's against the rules for a potential athelte to particpate in an NCAA school's practices if he/she is not enrolled at that university. I was wondering if this was only for Division 1 or if there was anyway around this rule? Like could you practice if you had already applied to the school and been accepted but had not chosen to attend?
