Split lip every winter and spring, please help?

Question

My bottom lip splits every october and every may. In october it splits until about january when it heals and then resplits in may and heals by june. This has been a cycle ever since i was kid. The doctor first told me that I just have dry lips so recommend an over the counter lip balm. It does not work. I have tried it twice. Then the doctor said i was low is zinc and gave me a zinc vitamin. It also does not work. 

So now, losing faith in what doctors say, I am looking for someone who has or had the same problem and has any idea why my lip splits, in the same spot, every year, at the same time. Please hlep?

My boyfriend has this problem as well, except it's his top lip, used to think it was from biting his lips but he doesn't do that anymore and it still happens? It goes quite hard when it heals as well, Maybe just cracking from dry lips? Don't know he won't go to a doctor about it.
