what should the internal resistance be on the traction battery in an 08 prius?
Mine is measuring 0.02 ohms on each cell. Is that normal?

The critical factor is the range between minimum and maximum module voltages. If the hybrid system has not started trying to recondition the battery (the battery SOC cycles from minimum to maximum repeatedly and the engine runs when you don't expect it to) there is no reason to think it is in trouble. The traction battery can be reasonably expected to last the life of the car.
