Depending on the type of automotive business would depend on the criteria for the business.
Access to energy infrastructure
Property taxes
Access to educated workforce
Available property size
Restrictions on type of business (commercial, industrial, emissions etc)
Access to transportation systems and transport infrastructure (highways, rail etc)
Proximity to market
Federal trade deals (affects shipping out of country as to how much access to other markets)
Costs of doing business (taxes, wages, transportation, energy etc)
