    Assuming english language

    assuming a e i o u are vowels, excluding y

then the chance of a vowel is 5/26

    so the odds are 5/26 x 1/2 = 5/52

Vowels, A-E-I-O-U, are 5/26 of the alphabet

even numbers are 1/2 of the number set

    Odds are 5/26 * 1/2 = 5/52 = 9.6%

Ignore all but the first and last digit. Just looking at these digits of interest : there are (5 x 5 = 25) that meet criteria. There are 26 x 10 = 260 total. So 25 out of 260 is 5 out of 52 which is approximately 0.09615

    ( 5 * 26* 26 * 10 * 10 * 10 * 5 ) / ( 26 * 26 * 26 * 10 * 10 * 10 * 10 )
