I have a jar of roasted red peppers which have developed bubbles on the surface. Does this mean they are bad?

    Yes they're spoiled. Bubbles on top is a clear sign of spoilage. Toss them.

    were they opened and in fridge? they should be ok, if vinegar packed. if not then toss them.
