there are lot of ways for conveting a file( here image) into pdf.

1. U can use google chrome : just drag ur image in chrome > hit Cntrl+P > save as pdf ... and its done

2. Use office ( word or powerpoint) : click office button and select save as pdf

if u r using office 2007 then u will require to download a small file "SaveAsPDFandXPS.exe" link for it is http://www.microsoft.com/en-in/download/details.as...

3. Use any pdf convertor software, I like "pdfill" Its a very powerful software and can convert any file into pdf and its free and also doesn't leaves watermark or put any limitation.

4.Convert online. But this is not recommended for private documents.

I think you should use MS Office in stead of using any other software. Simple insert your image in MS Word and you can save your image in word format. You can also save your image in the format of PDF by using "save as" in MS Office 2010 or MS Office 2013.
