Are hats just used for fashion?
I mean when its cold it doesn't even cover your ears, I'm talking about flat caps and western hats btw

Well western hats are made for hot weather, to keep the sun off of your face and neck, if someone is wearing a hat like that in cold weather then it is purely for fashion.
As for flat caps, I cant really see a purpose for those, so I guess they're just for fashion too.

Hats serve all kinds of purposes. There are hats you wear work. Santa and other holiday hats for being festive. Beanies for fashion and cold. Snapbacks for sports fashion, the list goes on.

mostly yes- below is an example.
hat season is around fall and spring and beanie season is for winter
