Belgians, what do you first think of when you hear "Luxembourg"?

Your southern province or the sovereign country?

In my experience it's the country that is referred to as Luxembourg. The capital of that country is usually referred to as Luxembourg city and the province in Belgium is referred to as either Province of Luxembourg or Belgian Luxembourg.

Your reckoning of history is a bit off track. Belgium became independent of the Netherlands and Luxembourg from France in the 1830s. The first treaty of London clarified the conditions therein and framed a new border between the two countries in the Ardennes regions near what is now Arlons, Belgium.

Neither, first thought is cheap smokes.

But from the two you mention it would be the sovereign state.
