Should I evolve my Eevee into Flareon, Vaporeon,or Jolteon?

If this was a higher generation game, I would choose umbreon, but I'm playing pokemon red. I just obtained an eevee, and all it knows is tackle. I just stocked up on stones and was thinking of evolving it. I have a gyarados, currently it is my only water pokemon. Pikachu is my only electric pokemon. I have a charizard and a growlithe for fire pokemon. Which eeveelution would benefit me most?

Also, I was wondering if I should evolve my pikachu now or wait. it is level 21, i think. Are there any moves it needs to learn before I should evolve it? It already knows thunderbolt.

    = Open the pokemon you want, go to base stats and go to learn sets as well.

    - Generation I pokemon games are red, blue, and yellow.

    - Generation II pokemon games are gold, silver, and crystal.

    = Both of these generations pokemon games you can have max effort values in all stats, you want good individual values in most/all stats. (There was no natures or abilities in these pokemon generation games).

    = Since generation I has shared special stats, some pokemon had better or worse special stats compared to generation II or after. (Example: Jolteon, Vaporeon, Flareon all have a special base stat of 110 in gen 1 making them stronger when compared to gen II or after).

    = For generation I games and comparing the 3: Jolteon > Vaporeon > Flareon.

    = For generation II games and comparing the 5: Espeon >= Jolteon > Umbreon >= Vaporeon > Flareon.

    = For generation I games and comparing them with other pokemon: (jolteon > magneton), (lapras > vaporeon, other water types better than vaporeon are starmie, tentacruel, omastar, gyarados.ect vaporeon still makes the list tho), (flareon is a terrible fire type so I would never even consider it, ninetales > charizard > arcanine).

    = For generation II games and comparing them with other pokemon. (alakazam >=< espeon, starmie, exeggutor, slowking), (magneton >=< jolteon >=< ampharos), (tryanitar, houndoom > umbreon), (kindra, starmie, tentacruel, blastoise, omastar, lapras, > vaporeon, slowking/slowbro, politoad/poliwrath quagsire), (typhlosion = charizard, arcanine, ninetales, houndoom > flareon).

    EDIT:

    - If you did not understand that: Jolteon and espeon are good choices. Umbreon and vaproen are ok choices. Flareon is a terrible choice.

    I'd recommend you go with Vaporeon. In the earlier gens (not too sure about nowadays) it was considered one of the best Pokemon around and Gyrados...not so much. It's got a super low special stat so its water moves don't do that much. When the special-physical split changed in the fourth gen it got a lot better, but before that it wasn't so great.

    In the earlier generations, vaporeon is probably the best. Since it is red, pikachu can probably evolve early on without missing out on too much.

    Vaporeon. I have one on my team and I really like the Water Absorb ability.
