It's illegal to take someone's property, or damage it.
However, no police department is going to take any interest in your complaint that your little brother took your stuff. The police are interested in serious crimes, not nonsense arguments between siblings.

If you're both grown adults, living separately, and he comes onto your property without permission and touches things, yes, you can call the police. That's not how it works if you're both minors living with your parents.
