Locked browser saying i need to pay fine?
I was browsing adult content, and when I clicked on a link to go onto something else, it locked the browser, and said all my files have been encrypted and that I need to pay a fine...
Is this a scam?!!

Sounds like you have the 'Cryptolocker' virus, linked below is the removal instructions, BUT... I have been in IT for a decade or so and these new rash of ransomware viruses have some real nasty consequences if you do get infected by them. Make sure you have a fresh back up of your data because any attempt to save your current environment will be close to impossible unless you have a super computer handy to help you unencrypt thousands of files. Your best bet is to reformat and restore from backup. Good Luck
Cryptolocker will encrypt users’ files using asymmetric encryption, which requires both a public and private key. The public key is used to encrypt and verify data, while private key is used for decryption, each the inverse of the other.

Oh, sorry. You've gotten something called ransomware on your computer.
Try opening your documents up to see if this one is just a scam, but more likely you've got the real thing.
Ransomware is a new kind of virus that has come out in the last couple of years. It gets onto your computer, then encrypts your personal files (documents, pictures, etc). If you don't have backups, you either have to pay them their "fine" or lose a massive amount of data. The best way to think of ransomware is a highwayman. Either you pay his fine, or you get the crap beaten out of you.
Next time stay away from the adult sites and install some anti-virus.

Is it that police website saying your breaking some article 161 and all your files were encrypted, IT IS A SCAM, I had it the other day and it wouldn't let me close the tab, just turn off your computer then restart it and run a scan on you antivirus and delete your cookies and history before going on the Internet, if you put any bank details in it will take a lot of money out of your account

Yes it is a scam and is a virus. I am not sure how to fix it, but it is not legitimate. I work for a local police department and we get people calling in about this all the time.

Its spyware, download and run Malwarebytes . its free and can be found on google. it should help remove all that junk.
