I need some sort of photo magnifier?

I need some sort of software to blow up a bad quality photo, thiefs broke into my house i have them on my survalence camera just hard to see their faces, i just need something where i can zoom in on their face without it getting glossy & not clear.

Thank you, & please help with this, had over 5,000 worth stolen

    Image quality degrades when you increase size. If you blow up a bad quality image, then it's going to look like a big, bad quality image.

    Use a magnifying glass.
