And what does it mean by "science cannot answer." What is the reason for that?

To come up with a response on what to do with the power you need to imagine what would happen if people had the power to genetically alter things. It might be helpful to think about how it would affect your life.
By "science cannot answer" it means that science cannot tell people how to make their own moral decisions.
