    Then that means y = kxz where k is some constant.

    "when z=14 and x=3.5 y =306.25"

    Then that means that 306.25 = k * 3.5 * 14.

    You can solve that for k.

    "What is the value of z when x=13 and y=731.25"

    You have y = kxz. Plug in y, plug in x, plug in k. Solve for z.
