If other religions can then Satanists should be allowed to.

Personally, I think any reference to any religion should be banned from courthouses or any government building or institution.

The First Amendment pretty much says that the government cannot show favoritism to one religion, or to religion in general over non-religion.

Either all religious groups should be banned from putting up monuments and displays on public property, or they should all be permitted without discrimination for what the religion is.

Since they have a Christian monument there, the Satanists should be allowed to put up their own monument. Or Jews, or Muslims, or Wiccans or Hindus... it would be unconstitutional to discriminate and favor one religion over another.

Personally, I prefer to ban them all not to clutter up public property... but since they've already decided to have one, that's that.

Yes they should be allowed. If the Ten Commandments are allowed to be displayed using private funding so should Satanists with private funds.

IF you allow One Religion to place a Religious Icon On Public Land,,then you Must allow them all to do so.

They won't allow it. They'll find some reason. Personally, I think nobody should be allowed to put anything religous up. That means ALL religions.
