where can I get a list of residents who recently moved into my town?

I would prefer to avoid commercial companies that sell these lists. I am hoping to use government resources to gather this information if this is even possible. I guess the big question is where do the companies that sell these lists get their information?

Utility companies?

The government?

The post office?

Realtors?

Others?
