I have two partitions on my SSD. Can I change the sizes without reinstalling Windows7?
On the first partition I have Windows7 64 bit. On the 2nd partition I have some data, but I can easily park that on another drive. So the main question is: can I shrink the 1st partition, without reinstalling Windows? (If software needed: then please: freeware :).)

Using the windows Disc management you may run into a limit caused by "Un-moveable files"
Now if you DO run into non moveable files that prevent you from shrinking the system partition,
the first thing to try is going to system recovery settings and (temporarily) turning off "System Restore", follow that by running "Disc Cleanup", then using an aftermarket defragmentation program run a Boot time defrag"
After this you MAY be able to shrink the partition further.
Don't forget to turn system restore back on
I'm going to guess that you are trying to shrink your system partition so that it can be "Cloned" to an SSD?
If so it's probably easier to simply "Clone" your OS partition to the SSD as a "partition image"
to another drive then use the cloning software to "Mount" that partition to your SSD.
After doing so DO NOT expect the mounted partition to be bootable.
There is another step required, you must boot your computer with an appropriate
Windows installation disc and run through the procedure to install windows, BUT
you stop short on the page where you actually begin the installation, because just under where it says "Install Windows" there is an option to "Repair Windows", click that and wait.
If you are NOT migrating to an SSD what you'll need to do to make the second partition
on your drive "fill in" the empty "unallocated space" is to move the data off the second partition (to an external drive) Delete the second partition in Disc Management then create a new partition at the default size which will make all space other than the system partition into One large partition.
Partition Magic has a history of "Glitching" and destroying whatever you are trying to modify with it.
