No. Not exactly. But the overall effects are the same. The government is taking money from someone who earned it and giving it to someone who did not earn it and consequently discouraging people to be productive. And encouraging people to be non-productive.

SSI is federal welfare,, intended for people who never worked or never paid payroll taxes )FICA), although some recipients do have some work history, if they receive SSI benefits they did not work or "earn" the SSI.
It is paid out of the general fund, and administered by Social Security.
Eligibility is means tested, income and resource limits.
At age 65 no disability is needed, as age alone is meets the requirement.
One in 38 citizens receives SSI, $50 Billion a year to taxpayers just for the cash part.

Actually it is. SSI which stands for supplemental security income is the FEDERAL welfare program. Entitlement is based upon financial need. Excess income and resources will make a person ineligible for benefits.
All other types of welfare benefits; e.g. food stamps and Medicaid are handled by the state welfare department via their county welfare departments.
Many people confuse SSI with social security benefits because the two programs are managed by the social security administration but SSI isn't social security. SSI benefits are paid out of general tax revenues whereas social security benefits are earned and paid out of the social security trust fund.

SSI is a form of welfare
there are other forms, such as food stamps & section 8 housing
each form has their own funding pool
