When does "today" begin as far as Yahoo Answers?
I live in the Eastern time zone and logged in at about a quarter past midnight local time and my daily answer limit hadn't been reset. I'm guessing it's Pacific time, but I don't feel like staying up until 3AM to find out. :)

In respect to the daily limit resets, they are supposed to happen at Midnight PST... but lately they have also been happening at 5:00 PM PST (in about 20 minutes).
Some users get both... some users get one or the other, and usually the limits break in the evenings so for 7 hours in the evening, you can have infinite answers regardless of level. They're glitchy and wacky. Just wait and see which you get.
